Question about the Steel Brigade... what are they all about in the Joe universe?

I know about the Hasbro promotions, etc. But what are they? Recruits? You in the Joe team? Elite Joes? Bullet stoppers?

From what I understand they were like the national guard equivalent in the Joe-verse, or in the same role as greenshirts.
