Looks like a FLAGG deck with some foam underneath, you can actually see the pink foam if you look closely. I think if there was a 'real' floating prototype, it would have more ship like features such as a bow at least.

That reminds me of Francis in Pee Wee's Big Adventure and his pool full of boats :p

Definalty see foam or something under it. It has thespots for the deck clips but the clips are obviously not there, why if it is a prototype? It is made exactly the same as the standard Flag. Basicly I am saying it doesn't look or act like a proto so I doubt it is, AKA its a joke.
