No, it doesn't.
I draw the balloons myself in Photoshop on their own layer. Only takes ten seconds to do, quick and easy. I prefer to draw them myself instead of using a circle tool because you can get the balloons tighter around the text, leaving less white space and it covers less of the photo. They're a little rough but I like the hand-drawn look.
