Iron Grenadiers
Do you consider the Iron Grenadiers as part of Cobra as a whole or as part of Destro's private army?

Destro's private army.
In terms of the history of the toy line, at some point Cobra Commander and Destro reconciled and some of the IG forces were folded into Cobra, like Metal-Head and TARGATS.
In the vintage ARAH comics, they seem to die when Destro's Scottish castle is blown up and he sheds no tears over any of them, nor does he recruit any new staff or anything for when he takes the Silent Castle.
In the Dic cartoons, they were never a thing. Undertows, Annihilators and the briefly seen TARGATS were Cobra, along with Metal-Head...as were the Razorback and Dominators.

Definitely Destro's sole control separate from Cobra. I like to think of them as "in case of Cobra threat" army. Security guards primarily and military reserves second.

I agree, Destro's private army. As a kid, I used them like Destro''s version of the Crimson Guard.

Destro and MARS
I like to think that Destro is his own man. Separate from Cobra Command. I stick to the fact that he is an Arms Dealer. It puts in the possibility of crossovers. That he can make Arms Deals with Hydra, AIM, maybe even the DC Villains, etc. And with him being a wealthy Scotsman, his organization, MARS not only employs weapons manufacturers, but also has his own Private Security and that's where his IGs fit in.
