The problem with making civilian figures is simply that there is no market for them. Or at least not big enough for Hasbro to bother with. It would be great, but you'd be better off making your own customs from the available figures lines already out there.

However, I think the nature of this post is simply what types of vehicles could the the Joe team use.

Cool as that pit mine dump truck is, why would a military organization, especially one considered a Special Operations Unit, need a pit mine dump truck? The bloody things are three lanes wide for one thing, not really an easily tranportable piece of equipment. There are engineer units that use heavy equpiment and earth movers, but even those are generally comouflage versions of civilain models, with the exception the ACE and SEE. Any dump truck these units usually have is based on the existing chassis of five ton and seven ton trucks which are roughly the same size as a civilain dump truck.
